Human Rights Watch, an american NGO, has frequently-updated web pages for numerous countries of the world, including Cambodia.

In Cambodia, the local ("commune") elections are going to take place on February the 3rd. Here are the conclusions of HRW's report :
Opposition candidates are afraid to stand; opposition supporters are afraid to vote with their conscience. The mechanisms put in place by the Cambodian government to ensure free, fair and secure elections have so far proved ineffectual and partisan.
Put more bluntly, you can read it as : « Fifteen opposition party members and commune council candidates have been killed since the start of 2001, including two women candidates who were shot dead during the first week of January 2002. » (Human Rights Watch, Press Release, Jan. 18th 2002)

A EU Commission Delegation is there to watch over the poll.
